Last September 2023, RENDER visited Dumaguete City in Negros to both engage with the local government and the students of the historic Silliman University in a concerted effort to drive change in the realm of energy transition and climate action. As a mitigation and engagement platform for coastal cities, Dumaguete is a prime area of work in which RENDER is establishing itself.
Manila Observatory’s Associate Director Atty. Tony La Viña with Verne Solutions CEO Johnny Altamonte and the Dumaguete LGU
On the 28th, Verne Energy Solutions, under a project with the Manila Observatory (MO), presented a Sustainable Energy Transition Roadmap to the Dumaguete LGU. Under USAID Energy Secure Philippines (ESP), the roadmap outlined near-term and long-term scenarios for goals like a local Renewable Energy (RE) target and revitalizing transport by supporting pedestrian mobility and fuel efficiency standards. Presented by Verne CEO John Altomonte, the proposed measures were bolstered by the support from Dumaguete Mayor Felipe “Ipe” Remollo and MO Associate Director Atty. Tony La Viña.
The Manila Observatory, through RENDER, sees the City of Gentle People as a driver for sustainable development.
“Cities have a vital role in energy transition and well-being. Coastal cities like Dumaguete are perfect for mitigation work because of their transformative potential and highly capable academe and CSOs.”

Climate and Energy Convening in Silliman U
Through the OE2030 framework, RENDER has worked with the Silliman University Student Government (SUSG) to foster a vibrant academic setting. Renewable Energy transformation and Climate Mitigation are abstract concepts, but the platform aims to involve the youth in becoming informed and competent future leaders. RENDER organized a Climate & Energy Convening, serving as a platform to delve into the complex link between climate and energy, focusing on mitigating climate change through renewable energy, social involvement, and system transformation.
Ruby Descalzo, Verne Solutions’ Program Manager, delved into the Energy Transition Roadmap for Dumaguete, highlighting the importance of transitioning to clean energy sources and practical strategies for buildings, transport, and waste. To cap discussions, Raph Galvez, the Director of For the Future Philippines, provided valuable insights on the significance of social engagement and education in driving climate action. He encouraged Sillimanians and youth participants to become advocates for climate justice and education in their communities.
The Climate and Energy Convening at Silliman University proved fruitful in pioneering discussions with students. It facilitated thought-provoking discussions that underscored the urgency of addressing climate justice and emphasized a "Just Transition" toward a sustainable future. The event served as a catalyst for dialogue, collaboration, and the exchange of innovative ideas, highlighting the pivotal role of universities, communities, and individuals in driving positive change in the face of the climate crisis.
RENDER engaging with students and taking a tour of Silliman U
“Climate justice won’t become a reality for us students when we turn 40 or 50. It’s a reality for us now and we need more of the youth to understand that. Our parents won’t suffer the consequences, we will. The future is ours, not theirs. ”
— SUSG Participant
Drivers of Climate Mitigation have to be underscored by constant exploration; MO’s Klima Center (on which RENDER is based) is exploring more projects in reforestation and blue carbon economy. The team visited the renowned marine sanctuary Apo Island with RENDER’s students to witness firsthand how marine ecosystems play a hand in mitigation.
Dumaguete continues to showcase the increasing potential for the platform to grow and collaborate in climate mitigation work. Convergence between the academe, local government, and Civil Society Organizations (CSOs), can really spearhead meaningful change.
